Health care in Finland consists of a highly decentralized three-tier public health system and a much smaller private sector. While the Ministry of Social Affairs and Health has the highest decision-making authority, municipalities (local governments) are responsible for providing health care to their residents.
Finland offers its residents universal health care. Disease prevention and other forms of health promotion have been the focus of Finnish health policy for decades. This led to the elimination of some infectious diseases and the improvement of public health.
The design of the coin is a stylized map of Finland. The continuous line of the card motif symbolizes the network of social and medical services covering the entire country. On the left side of the inside of the coin, there is an inscription “Welfare” in Finnish and Swedish.
