The coin commemorates Malta’s constitutional right to elect its representatives to the Council of Government in 1849. However, the elected members constituted only a minority on the Council, controlled by the Governor, who represented the British government, and his appointed members. Political changes in continental Europe, which led to the election of representative governments, were crucial to the formation of the Maltese government. This process inspired constitutional changes in 1887 which allowed the Maltese to elect a majority of the members of the Government Council.

Obverse: The center of the coin depicts a cheering crowd standing in front of the Maltese Parliament building in Valletta.

The coin is notable for having the mark of the Royal Dutch Mint (on the rim between the fifth and sixth star).
