GOELRO (State Commission for Electrification of Russia) is a state plan for the development of the electric power industry in Soviet Russia after the October Revolution of 1917. The abbreviation often stands for the State Plan for Electrification of Russia, that is, a product of the GOELRO Commission, which became the first long-term economic development plan adopted and implemented in Russia after the revolution. The role of electrification in the development of industry, construction, transport and agriculture was especially emphasized. It was proposed to use local fuel, including low-value coal, peat, shale, gas and wood. By 1935, Soviet energy industry reached world standards and took third place in the world.
