The Public Education Commission, called the “Educational Commission on Lithuanian Literature”, was created by a resolution of the Sejm of the Polish-Lithuanian Commonwealth of two nations on October 14, 1773. It was the first ministry of education in Europe, responsible for the organization and management of the school system, as well as the content of education. The Education Commission was tasked with supervising all academies, higher education institutions, academic societies and public schools in the Kingdom of Poland and the Grand Duchy of Lithuania, as well as modernizing and secularizing the content of education. The economic basis for the reform of the education system was the property of the Jesuit Order, abolished in 1773. The property was transferred to the management of the Educational Commission.
The reverse of the coin depicts the seal of the Educational Commission of the Commonwealth of Two Nations and a symbolic book in the cover of a textbook for primary school, republished in 1783 by the printing house of Vilnius University.
The obverse of the coin depicts the coat of arms of the Grand Duchy of Lithuania Vytis against the background of the buildings of Vilnius University – the reformed higher school of the Grand Duchy of Lithuania (engraving from the 1780s).
